County of Lambton

The County of Lambton is an urban-rural area in southwestern Ontario that is home to over 126,000 residents. The Corporation’s seven divisions operate programs and services for the residents of Lambton County such as land ambulance, provincial offences court, three Long-Term Care Homes, 25 library branches, two museums, an art gallery, archives, local roadways, public health services, housing services, social services, building services and planning and development services. Position Overview

The County Emergency Management Coordinator is responsible for the development, implementation, maintenance and evaluation of the Emergency Management Program for Lambton County. The Emergency Management program includes provincially mandated risk-based principles of mitigation, prevention, preparedness, response, and recovery.

Duties & Responsibilities

Program Development:

  • The Emergency Management Coordinator is the County’s designated Community Emergency Management Coordinator (CEMC) under the Emergency Management and Civil Protection Act and may also be appointed as an alternate CEMC for a member municipality.
  • Develop the County’s Emergency Management Program and ensure that the County meets the mandatory requirements of the Emergency Management and Civil Protection Act and its regulations.
  • Develop and deliver training and emergency exercises for staff, elected officials, emergency responders and other stakeholders.
  • Establish program priorities based on risk assessment of identified hazards.
  • Develop and implement a public education program based on locally identified hazards.
  • Liaise with municipal, community and industry groups regarding matters involving local emergency preparedness and response.
  • Ensure that local municipal emergency plans receive regular updates of the County of Lambton Emergency Response Plan and provide advice and assistance to local municipalities with local Emergency Management Programs, as requested.
  • Organize the County Emergency Operations Centre and its alternate locations.
  • Identify critical infrastructure (both hard and soft services – e.g. roads, bridges, water treatment facilities, etc.; social services, community services, etc.) and develop strategies to both protect these assets and respond to a loss of these assets.
  • Prepare reports on emergency management issues for a variety of groups (e.g. County Council and its committees, local municipalities, County departments, emergency coordinators, etc.).
  • Ensure that the county Emergency Control Group and Emergency Management Program Committee are properly appointed and informed.

Community Liaison:

  • Develop implementation strategies to disseminate emergency preparedness information and messages to the public utilizing various means of communication.
  • Maintain and continue to develop the County’s emergency preparedness website, EmergenciesLambton.ca.

Municipal, Industrial & Special Interest Groups Liaison/Advisor:

  • Liaise with, advise and report to member municipalities regarding their Emergency Management Programs and other emergency planning matters, as requested.
  • Organize and chair regular meetings of the Lambton municipal Emergency Coordinators to discuss emergency preparedness matters and develop common approaches and solutions to issues. Prepare meeting agendas and reports and follow up on outstanding matters.
  • Organize and coordinate workshops and information session for County and municipal partners and stakeholders.
  • Act as the County’s representative on a number of municipal / industrial committees formed under the local CAER (Community Awareness / Emergency Response) and CVECO (Chemical Valley Emergency Coordinating Organization) organizations.
  • Attend CAER Board meetings and act as a resource for the Lambton County Warden, who sits as a Board member.
  • Participate as a member of the Response Review Committee (which meets monthly to review all local industrial incidents), CVECO and ad hoc committees formed to work on special joint municipal / industrial projects.
  • On matters relating to CAER and CVECO, work with the Community Emergency Management Coordinators of the City of Sarnia, St. Clair Township and the Village of Point Edward, who are also members of most of the above-noted committees.
  • Liaise with emergency planning partners such as Lambton Emergency Medical Services, Lambton Public Health, local police and fire services, municipal and industrial emergency managers and U.S. officials.
  • Liaise with the Office of the Fire Marshal and Emergency Management Ontario and its area staff.

County Liaison / Advisor:

  • Provide activity reports and recommendations to County Council and its committees on matters relating to emergency management and preparedness. Make presentations to Council, its committees and County General Managers.
  • Provide emergency planning advice regarding the County’s Emergency Management Program and Emergency Plan to local municipal councils and staff.
  • Sit as a member of the County of Lambton or a local Municipal Emergency Control Group during an emergency to provide advice regarding the County Emergency Plan, provincial plans, federal plans, procedures and emergency management legislation.
  • Advise County staff from various departments regarding the County’s role in emergency management, and assist in the development of departmental emergency protocols.
  • Act as Administrator with respect to the County’s license for the Everbridge alerting system.

Financial:

  • Prepare the draft Emergency Management budget (which also includes the County Fire Coordinator’s contract, the Critical Incident Stress Management Team budget) and make grant applications for special projects when available.

Purchasing:

  • Prepare Request for Tenders and Request for Quotations as may be required. Budget for, select and purchase all equipment and materials required by the County for its Emergency Management Program. Provide the information required to set the annual budget for the Emergency Management Program.

Health & Safety:

  • Ensure that protocols are in place and enacted to notify County staff and stakeholders of potential or actual emergency incidents (e.g. severe weather, chemical release, transportation incident, etc.).
  • Send emergency notifications to the public and County facilities during County-declared emergencies or as requested by local municipalities, utilizing the Everbridge alerting system.
  • In the event of an emergency, incumbent will be required to be on-call on a 24-hour basis.

General:

  • Incumbents must keep up-to-date on all relevant legislation, collective bargaining agreements, County Policies and Procedures, etc. ensuring that these are implemented as prescribed
  • Incumbents must possess the physical ability to meet the duties and responsibilities of the job description and/or the requirements identified within the position’s Physical Demands Analysis

Indirect Supervision: None

Functional Authority: Provides direction, consultative services and advice to the corporation on technical issues and services related to emergency management. The incumbent also acts as a technical resource for other municipalities, industries and agencies.

Qualifications

Minimum Formal Education:

  • A recognized emergency management post graduate certificate, college diploma or university degree in emergency management or related discipline.

Experience:

  • Minimum of 3 years’ experience as an Emergency Management Professional within a municipal setting is preferred.
  • Extensive knowledge of the Emergency Management and Civil Protection Act and related legislation.
  • Completion of all provincial requirements for Community Emergency Management Coordinators, and certification by Emergency Management Ontario within one year of hiring.
  • Excellent oral and written communication skills.
  • Ability to formulate and deliver training objectives and public presentations.
  • Experience working in a Windows environment and proficient user of MS Office products.
  • A valid Ontario driver’s license and use of a vehicle.
